The Partnership for Defense Innovation, a statewide 501c3 is seeking a Program Manager for the SOF Wireless Network Test Facility.  Candidate will manage a team of technicians and engineers who will evaluate emerging networking protocols such as Wi-FI and Wi-Max (including nonstandard protocols) needed to fill critical gaps within the operational architecture. Testing and evaluation of systems will include Commercial and Government off the Shelf equipment.  A thorough knowledge of the tactical SOF communications network is required.   The ideal candidate should demonstrate experience as a program manager, including a background in government contracting with subcontracting responsibilities.  A current TOP SECRET security clearance is required for this position. 

The ideal candidate will demonstrate experience including the evaluation and integration of:

•   Network Security (Suite B and Type I)
• Voice over Internet Protocol (VOIP)
• Video compression with commercial encoding
• Network acceleration to increase bandwidth
• Radio to IP conversion
• Mesh Networking
• Roaming and mobile routing
• Bandwidth efficiency across TDMA networks
• Testing and analysis of CISCO Wide Area Application Server (WAAS)
• Determining efficient configurations using encryption technologies
• Testing, configuration and analysis of video compression

Program Manager will manage a dedicated test lab including subcontractors and consultants; PM will oversee all labor, material, equipment and travel required to support Government client. PM will be responsible for Government Furnished Equipment, Contractor Furnished Equipment and material purchased under the direction of Government client, including:

• Procurement of permanent equipment / Equipment leases
• Controlling travel costs required to support effort
• Procurement of materials, supplies and consumables
• Publication of reports and whitepapers
• Subcontractors / Consultants / Subawards
• Adherence to Subcontracting Plan
• Other Direct Costs
