Job Description:
The Partnership for Defense Innovation is currently searching for a motivated and skilled professional to join our organization as a Project Manager in our RDT&E Lab. This key position is responsible for general oversight of our EMI & Environmental test facility, data labs and for providing guidance and leadership in the testing of GOTS & COTS electronic and communications hardware.
The Program Manager oversees programs to ensure that activities are carried out in accordance with established specifications, schedules, and budgets; coordinates interdepartmental functions in order to minimize delays; meets with program team members on a regular basis to review program status and plan future actions. Must be able to develop project plans including costs, schedules and work breakdown structures, and to coordinate projects utilizing resources from within PDI, in academia, and other Federal Agencies, and in the contractor community.
Supervises or manages engineering technical personnel in the development, implementation, and support of EMI/ EMC and Environmental test equipment, software testing, custom-built test systems, and Research & Development. Has experience in interpreting and applying relevant standards such as MIL-STD-461, MIL-STD-464 and MIL-STD-810.
Finally the Program Manager must also have outstanding oral and written communication skills and be able to clearly communicate complex technical material to others at various levels.
Summary of Job Function
- Lead, train, mentor and provide guidance to a team of Technicians in the EMI/EMC and Environmental testing of GOTS & COTS communications equipment.
- Establish and monitor schedules for testing of various C4I technologies.
- Evaluate final test data to ensure all identified test have been met in accordance with test plans and customer/contractual requirements.
- Coordinate activities with Test Engineers to develop required test plan design and development.
- Developing/maintaining a close working relationship with Department of Defense and Intelligence Community organizations such as NSA, DIA, DHS
- Reviews and evaluates new-product design specifications, product assembly, and component test requirements, ensuring technical accuracy and cost efficiency.
- Develops project budgets, schedules, and timetables by analyzing engineering project requirements, area workload, and manpower availability.
- Monitors projects and ensures that timetables are met.
- Advises senior management of delays, problems, or changes.
- Oversees and coordinates the delivery of timely and effective technical support to worldwide sites and organizations.
- Resolves operational problems related to program implementation.
- Interfaces with customers on schedules, meetings, and problems. Keeps the customer informed on the program status.
Position Requirements
- Bachelor’s degree in Electrical Engineering or equivalent military training
- 10 years of functional management experience in Navy, Air Force, or Army C4I programs
- Strong understanding of technology disclosure issues relative to C4I programs
- Hands-on team player with a strong results orientation who drives work to completion.
- Experience leading/coordinating the activities of a small team.
- Must have strong analytical, organizational, computer, communication and interpersonal skills.
- Proficient in the use of Microsoft Office including Excel, PowerPoint and Project.
- Ability to obtain a TS/SCI Department of Defense Security Clearance.
Additional Desired Qualifications
- Excellent environmental test background with EMI/EMC and Environmental Testing to include vibration shock control and thermal-vacuum test systems.
